well, i tried this only on an ipod nano. you don't need to connect it to the pc or power outlet. as long as the ipod is charged, you are good to go.
1. turn off the "hold" button.
2. press and hold the "menu" and "action" button (in the middle of the touch wheel) together, for a few seconds.
3. release once the apple logo appear.
4. wait for a while, it will boot up in a few minutes.
5. enjoy your music again :-)

thats not unlocking.. thats how u reset the iPod.. :P
now there might be a real F***ed up situ where the iPod is totally frozen... u cannot reset.. wont reconginze on PC... totally not responding...
It happened to me once... Luckily for some weird reason when my iPod froze (30gig color) the LCD was half illuminated!!! so.. I painfully waited till the batteries run down totally forcing the iPod to reset...
THAT worked.. but the iPod was reset...(is in back to factory settings!!) my music was there in the folders but out of the play lists.. so had to delete everything manually and re-sync... :P
yup... meant "unlocking a frozen ipod." we refer to it as "locked" or "frozen."
but didn't mean "unlocking a lock enforced by the network service provider."
thanks thux
